Throughout history, Law-Givers have worked to create entire legal systems on the basis of a single code or volume. Today, the laws of any developed country would fill a giant library. For every activity or problem, there are laws and regulations, and complex procedures for implementation, adjudication, and enforcement. Soundly drafted and implemented laws can prevent and solve problems. Too many laws, and laws which are not practical, effective, or properly applied, exacerbate existing problems and create new problems. Therefore it is necessary to a) reinforce efforts worldwide to produce sound laws, and b) improve justice systems and the work of legal professionals, so that these laws are fairly and properly applied. This is the only way to solve problems, promote socio-economic development, strengthen the rule of law, and protect human rights.
